The report opens with mute library pictures showing vandalised buildings. These are likely to include Midlands News items - Metchley Grange at Harborne (22 April 1960); prefabs (2 June 1960) and the bent fingers of the clock at St Philips cathedral in Birmingham (November 1958). Richard Thompson then vox pops people on a street who are asked their views on vandalism and the perpetrators of such incidents (answers including bringing back 'the cat'). This is followed by an interview with a member of British Transport Police in the West Midlands about damage to railway carriages whilst they are parked in sidings. We see views of vandalised trains.
