We see a group of travellers (including children) who have parked in a layby. Gwyn Richards talks to the travellers about the poor weather and their plans now they are being moved on. Some people are reluctant to talk to the reporter.

In 1968 the government passed the Caravan Sites Act, part of which made it a duty for local authorities to provide permanent sites for travelling people in an effort to curtail their continually being moved on. This was repealed in 1994.
