Notes

The problem was due to a ruling that people born outside the UK had to wait two years before going on the Wolverhampton council housing list whilst those born within the UK only one year. Eventually after pressure from the Race Relations Board the council changed the wording to allow people who had been born outside the UK but resident for ten years to join the list after one year.
